In 1913, the Sixteenth Amendment to the usa tax law was ratified and it states that: "The Congress shall have the power to lay and collect taxes upon incomes from whatever sources they are derived from, without regard to any apportionment of such taxes among the several States, and without regard to any census or enumeration of such incomes."
